Biden admin and carbon fee and dividend

There is a good deal of information coming out about Biden's climate plan and it appears that a price on fossil fuel pollution is not getting the emphasis it deserves - primarily the way I understand it because the administration doesn't think there is strong political support for the idea. While a carbon price with dividend is far from everything that needs to be done, it's foundational.
